FOB Tank to Vessel

A reference workflow to help buyers understand the sequence of documentation, inspection, vessel readiness, loading and payment.

Important: the procedure below is a summary of a workflow used in transaction discussions. Actual procedures may differ by seller, terminal, country, product, bank, inspection, contract and regulation. Do not make a payment based solely on document names.
BFE CPA policy: the European (Netherlands) requirement above is an internal PT BALQIS FRISTINDO ENERGI initial-transaction procedure, not a universal industry rule.

ICPO & CPA — European (Netherlands)

Buyer submits the ICPO and the initial CPA. Under PT BALQIS FRISTINDO ENERGI's current procedure, the first CPA must originate from or be arranged through a European (Netherlands) shipping/charter company. The CPA and charter-company identity remain subject to verification through the issuer or official channels.

Commercial Invoice

Seller issues the Commercial Invoice for the buyer's review.

Signed CI

Buyer signs and returns the CI according to the parties' agreement.

Inspection Report

Seller provides an inspection report claimed to be current/recent for verification through the issuer or official channels.

Q88

After the agreed verification, the buyer submits the relevant vessel Q88.

POP Package

Seller provides the proof-of-product package or related documents in accordance with the actual procedure and authority.

Document Verification

Buyer verifies documents, terminal, inspection company, contact person, domain, report numbers and authorizations through independent sources.

Dip Test / Inspection

If authorized by the terminal and contract, an inspection or dip test is conducted by the authorized party.

NOR / Readiness

Terminal and vessel readiness are confirmed through a Notice of Readiness or applicable operational documentation.

Loading / Injection

Product is loaded or injected into the vessel according to terminal, safety, measurement and contractual procedures.

Payment

Payment is made only in accordance with contractual conditions and verified payment instructions.

Final Documents

Ownership, export, quantity, quality, bill of lading or other final documents are delivered according to the actual transaction.

Before Starting

  • Verify the counterparty's legal entity.
  • Confirm that the terminal actually recognizes the claimed transaction or documents.
  • Use official contacts found independently.
  • Make sure payment instructions match the contractual party.

During Loading

  • Ensure measurement, sampling, quantity and quality procedures are clear.
  • Reconcile meter figures, tank figures and related documentation.
  • Retain all transaction communications and documents.
